The INSS program on cyber warfare focuses on the conceptualization and creation of a common language regarding cyberspace and national security, the development and examination of national policy, and the identification of guidelines for a doctrine of cyber warfare for Israel, both at the national and the inter-organizational level. Research aims to contribute to an informed public debate on cyberspace security and promote strong public policy on the issue.
