He completed his Ph.D. in aerospace navigation from Moscow Aviation Institute in 1993. Toshiaki Tsujii is the Head of Navigation Technology Section at the Japan Aerospace Exploration Agency, where he has been researching on the various aspects of satellite navigation and positioning for over 20 years. He was a visiting Fellow at the Satellite Navigation and Positioning Group in the University of New South Wales, Australia.
