This report follows up some of the proposals made in a previous Committee report (HCP 152-xxxiii-I, session 2001-02; ISBN 0215003829) on the subject of EU democracy and accountability. It also highlights the more significant proposals in the draft treaty articles produced by the Convention on the Future of Europe. Conclusions reached include: support for the provision that the Council of Ministers should meet in public when dealing with legislation and a full transcript of debates be made publicly available; the protocol on subsidiarity and proportionality needs to be strengthened by four measures in order to ensure the full involvement of national parliaments; that national parliamentarians should have voting rights in the election of any Commission President; and that, because the Convention is not a representative body, its recommendations will need to be carefully considered by national parliaments and governments well before the Inter-Governmental Conference in 2004.
